IP（アイピー）電話は使えるか？
最近は、IP電話のサービスが当然のようについてくるプロ
バイダー・サービスが増えている。一般電話より安いし、同じ
プロバイダー間での通話なら無料になったりと消費者からする
と嬉しいことばかりに見える。今回は、そんなIP電話について
見てみたい。
IP電話を使ってことがないという読者もいるかと思うので、
簡単に説明しておこう。通常の電話は、NTTの公衆回線という
通信経路を使い、その通話料を支払うことになっている。
IP電話は、インターネットの仕組みを使って、音声をデジタル
データにし、それをインターネット上で運べるデータの形に
して音声を送る仕組みだ。そして、IP電話から通常の電話に掛
ける場合は、相手先の一番近い電話局のところまではインター
ネットでつなぎ、最後のところを一般の電話回線を利用すると
いう仕組みになっている。従って、長距離であっても、途中まで
インターネットを使うので、電話料金は最後の回線の部分だけ
なので安くなるのだ。変な例えかもしれないが、自転車で一駅先
まで行って、そこから電車に乗れば、交通費が安くなるような
ものだ。
また、最近のIP電話は、今使っている電話機と電話線の間に
専用のモデムを入れるだけでIP電話として使えることもあって、
電話機をそのまま使えるということも爆発的に広がっている理由
だろう。
さて、こう書いてくると、いいこと尽くめのように見えるが、
大きな落とし穴があることを忘れてはいけない。インターネット
を使うということは、”確実につながる”ということは保障され
ていないということだ。日本の電話は、世界的に見てもかなり
高い水準（というより、筆者は世界一のシステムだと思う）にあ
るのだが、あまりにも当たり前のように使っているので、つなが
らないとか、混線するなどありえない話だと思っている。しかし、
残念ながら、インターネットを経由するIP電話には、それを求め
るのは無理な話なのである。詳しくは、別の機会に書くが、ホーム
ページを見ていても、表示するのにすごく時間がかかることが
あったり、途中で表示が止まってしまうことがあるように、IP電話
もインターネットを使っているが故に、音声が途切れ途切れになっ
たり、あるいは、切れてしまうこともあるのだ。
安物買いの銭失いという言葉があるように、安いからいいという
ものではなく、安いなりの理由があるということを肝に銘じておこう。
