広がり続ける情報格差
ADSLも24～26Mbpsと高速になり、光ファイバーはマンション
型で対抗し、ますます高速回線に拍車がかかっている。しかし、
それは都心部の話であり、ちょっと地方に目を向けるとまだま
だなのである。
筆者の田舎は、京都の山奥で、ADSLはおろかISDNが使えるの
が限界である。PHSは入らないし、携帯電話はかろうじて入る
がトラックが通ると切れてしまうような状態である。
携帯電話会社が言い出した人口カバー率という数字がある。
これが98%とか99%といわれると日本中で使えるような気がする
が、人が住んでいる地域で九割以上をカバーしているだけで、
残された数%の人が住んでいる地域、つまり、過疎の村や広い
範囲に民家が点在する地域はカバーされていないのである。
具体的な数値を計算していないが、東京都内、横浜市内、
大阪市内などの10大都市にサービスするだけで人口カバー率
７～８割になるのではないだろうか。
インターネットが話題になりはじめた頃、何処にいても情報
にアクセスでき、地方でも情報産業が発展すると言われたが、
ますます格差は広がるばかりで、情報も人も産業も大都市、いや、
東京都内に集中している。
こういった状況を踏まえた上で景気対策を考えなければなら
ないのではないだろうか。
