住基ネットは誰のためのものか？（２）
前回に引き続き、住基ネットの問題点について考えてみたい。
マスコミの多くは、技術的な話になっており、インターネット
に接続されているから問題だとか、ファイヤーウォールがどうの
こうのとかいろいろ騒いでいる。一方、政府側も大学の教授とか、
研究所の研究者とかを引っ張り出してきて、技術的にどんなに
すばらしく、そして、問題はないという話をしている。
しかし、これは、シートベルトだの、エア・バックだの、なん
とかセンサーだのと安全性のための車の技術論をしているのと
同じであって、すばらしい安全装置が開発されても、どんな
センサーを取り付けて、手放しでも安全運転できる車ができたと
しても、交通事故はなくならないということと同じに見える。
なぜなら、運転するのは人間であり、交通ルールを守らない運転
をすれば、事故が起きるのは当たり前で、技術でどうこうできる
話ではないからだ。
このメルマガを読んでこられた読者ならお気づきではあると思
うが、住基ネットも、技術論は本質の話ではなく、どういう運用
ルールを作るのかが大きな問題であり、また、その運用ルールを
守ることができるのかが、本質なのである。
例えば、住基ネットで使われるIDカードだが、新規申請の手続
きや、カードを紛失した場合の手続き、カード再発行手続きと
いったところで、どういう方法で本人確認をするのか？が本質的
な大きな問題ではないだろうか？ そういった本人確認の手続き上、
他人がなりすましをすることが出来てしまえば、”システム上
”は本人にカードを発行したことになり、結局、その個人情報は、
”正当な手続き”で引き出すことができてしまう。しかし、この
場合、”なりすまされた”人は、どうのようにして”他人が自分
のIDカードを持っていることを知る”ことができるのか？ また、
それを知ったとして、正当な手続きで登録されているものを、
”これは、俺じゃない！”とどうやって証明できるのだろうか？
まるでSF映画のような話を書いているが、これは、明日にでも、
いや、すでに起きていることなのかもしれない。
住基ネットは、非常に危うい運用ルールの上に動いているよう
に思えてくる。
