規則性を見つけていく
前回のメルマガでは、ITを使わないという選択肢もあると書いた。
しかし、現実には、そうもいかないことが多い。より多くの顧客に、
また、多様化するニーズにきめ細かく応えていくためにもITは必須
のものとなっていくだろう。電子政府という計画も着々と進んで
いるので、そのうちに役所の手続きはWebからしか受け付けないと
いうようなことにもなりかねない。では、IT化を進めていくと決め
たら、何をすべきなのか？それについて考えてみたい。
以前にも書いたとおり、コンピュータは決められたことをバカ
正直に処理していくことしかできない。平たく言えば、”ケース・
バイ・ケース”などという曖昧な処理はできず、想定されるケース
をすべて決めておかないといけないのである。
これを逆に考えると、自社の行っているビジネス、あるいは、
社内の処理で、規則性のある単純な処理、アルバイトに任せられる
ような事務手続きをコンピュータに置き換えることは、やりやすい
のではないか？ということになる。
そのためには、社内の業務を見渡してみて、規則性のあることを
拾い出してみることが有効であろう。そういう視点でみていくと、
繰り返し行われる単調な事務手続き、また、毎日行うこと、毎月
決まった日時に行うことなどいくつも見えてくるだろう。
それらの手続きを抜き出して、まずは、アルバイトやパートで
初めて職場に来た人に教えるように文章にする、あるいは、手順を
マニュアルにしてみるといい。そうすると、その作業の中で、
もっと明確に例外的な手続きをしているのか、何パターンか決まった
手続きしかしていないのかはっきりしてくるだろう。
そうやって明確にしていく中で、コンピュータにやらせるべき
仕事が見えてくるはずである。IT化の第一歩は、日々の業務の中から
規則性を見出すところから始まるのである。
