ＩＴ社会で主体性を持つことができるか？２
前回は、スターリン体制の事例をあげて、主体性が客観的に
受け付けられることの危うさを書いた。そして、今後のＩＴ社会
では、データベースに蓄えられたデータが主体として認められ、
個人の記憶や感覚による主体が危うくなるとも書いた。
さて、ＩＴ社会でのデータベースに蓄えられる主体とはなんだ
ろうか？これについて、考えてみたい。
前回に引き続き、京大の大澤教授の話からすると、名前の意味
ということを哲学的に考えていくことにする。そもそも、名前を
つけるためには、その対象とするものの特徴・性質を一つ一つ
列記することで定義付けすることだと考えられる。例えば、
筆者”足立 明穂”という名前は、”足立 明穂は男である”、
”足立明穂は日本人である”、”足立 明穂は関西に住んでいる”等、
延々と列記していくことで、その塊が”足立 明穂”を形作ると
いうことだ。
これをＩＴ社会のデータベースに置き換えていくと、住基ネット
では、生年月日や生まれ、家系、配偶者などの情報が細かく定義
されていく。そして、クレジットカードを持っている人は、その
購入履歴を細かく定義され、データとして蓄えられていく。
そうやって、ある人物は、ＩＴ社会の中では、細かく分断された
データの片鱗の集まりとして定義されていくわけだ。
そのような社会の中では、自分の行動履歴をぜんぶ暗記している、
あるいは、すべて記録しているなど不可能（と言い切れないが、
まず普通の人にはできない。つまり、毎日、どこへ行ったか、誰に
会ったか、何を買ったかなどをすべて記録することなど現実的に
できない）である。そうなると、データベースの中に誤った記録が
残ってしまっても、それを立証することが、非常に難しくなる。
多くの人は、給与計算や税金の計算、ガス代の請求、電話代の請求、
カード会社の請求など間違いはないと思って支払っているし、実際、
こまかくチェックなど難しくてできない。大きく金額が違えば気が
つくが、数円、数十円の違いに気づく人は少ないだろう。
そんな些細なことは、問題ではなく、大きな問題、例えば、
何百万の借金をしているとか、車の事故を起こしたなどという履歴
なら、記憶違いなどありえないというかもしれない。しかし、データ
ベースに記録されていた場合、それをどうやって、あなたは間違い
だと立証するのだろうか？もし、あるデータベースの記録ミスから
他のデータベースへその記録がコピーされ、さらにそれをベースに
次々とコピーされていくと、これらすべてを否定することなどできる
のだろうか？前回のスターリン体制での事例ではないが、自分の記憶が
間違いだと思うようになるのではないだろうか？
これらの究極の個人情報の一つが、ゲノム情報だと考えられる。
ゲノム情報とは、遺伝子の情報のことであるが、これを解析して、
個人情報として保管されてしまうと、その情報が本当に自分のもの
なのかどうなのかなどどうやって知るすべがあるのか？ 例えば、
あなたのゲノム情報から、４０歳以上で肺がんになる確率が７０％
ですと言われた場合、それを否定することなどできないだろうし、
そのまま納得するのがほとんどの人の対応ではないだろうか？また、
その情報は個人の情報なのか、それとも医療情報となって他者が参照
することが可能なのか？なかなか面倒な問題である。
さて、次回は、少々、飛躍するが、このような恐ろしいと思うような
話をして、実は、監視されたがる人達について、述べたいと思う。

前回は、ＩＴ社会の中では、個人の記憶よりもデータベースに
記録されたデータが優先されていくというＳＦの世界のようなことを
書いた。では、そんな中では、どうやって個人の情報の信憑性を
保つのか？ 実は、ここに監視される社会の意味があるのではないか？
と思われる。
監視カメラというと、その言葉から受けるイメージで、よくない
もののように思われている。しかし、実際は、すでに、いたるところに
監視カメラは設置されており、コンビニや銀行、商店街に駐車場、
エレベータと様々なところに監視カメラは配置されている。
そして、それによって、犯罪者が捕まったり、防犯になったりと、
よい面も多い。
プライバシーの問題ということで、監視カメラを毛嫌いする人達も
いるが、果たして、そこでのプライバシーとは何を指しているの
だろうか？言い換えると、完璧にプライバシーが確保された環境では、
何をしたいのか？という問題である。
変な話かもしれないが、監視カメラのついているレンタルビデオ屋で、
エッチなビデオを借りているし、プロバイダーに履歴は残っているにも
関わらず、インターネットで、テロリストのホームページを見る事
だってやっている。
実は、監視されていようが、しようまいが、あまり関係はないので
ある。困るのは、本気でテロを行おうとしてる危険人物や、爆弾を
作ろうとしてる集団であったりするのである。彼らにとっては、監視
されていることで、行動が非常に難しい。しかし、一般の人達に
とっては、プライバシーよりも、そういう危険な人物を監視することの
方が重要であるはずだ。
また、現代は、ＩＴに抵抗のない人達と、ＩＴアレルギーとでも言える
人達の同居している非常に面白い（？）世界になっている。後５０年も
すれば、テレビのようにコンピュータを使っているだろうが、今は、
過渡期なのだ。その中で、ＩＴに慣れ親しんでいる、というよりも、
当たり前にメールを使っている人達は、つながっていること、監視される
他者がいることで安心しているところがある。
例えば、携帯メールだが、返信をすぐに求める傾向が強い。すぐに
返信が来ないと無視されているという感覚になり、孤独を感じてしまう
人達が出てきている。また、少し前に紹介したＢｌｏｇのような日記
サイトで、日々の出来事を書いている人がすごく多い。インターネットと
いう誰でも見ることができる場に個人的なことをひけらかしているという
状態である。これなど、プライバシーもなにもなく、見られていることに
快楽を覚えている状況のようだ。
このように監視されること、他者に関与されることを求めている人達が
多くなってきている中では、プライバシーそのものの考え方が、変化して
いく。また、自分の記憶に頼るより、多くの監視の目を持つことで、逆に
客観的に主体を確保するという時代に突入するのかもしれない。
なんとも理解しにくいことかもしれないが、プライバシーという概念、
監視という概念が変革する時期にきているようである。
