緊急時には使えない電話
世の中、どんどん便利になって、安くなってきている。
携帯電話で、どこにいても電話ができるし、家の電話もIP電話や、
光ファイバーの電話でNTTを使わなくても電話できるような時代に
なってきた。しかし、ここに大きな落とし穴がある。
さて、そこにはどんな落とし穴があるのだろうか？
筆者がいつも気になるのは、緊急時の電話である。災害などで
停電したときの通信手段をどうするのか？というのが非常に気に
なっている。では、災害が起きたときのシミュレーションを
考えてみよう。
ある日の夜、あなたが、家にいるときに変電所で事故が起き、
大規模な停電が起きたとする。さて、あなたはどうやって連絡を
するだろうか？
まず、手元の携帯電話を使おうとするだろう。しかし、この時
には、何が起きるのか？というと、その地域の誰もが携帯を一斉に
使い始めるのである。しかし、携帯電話の基地局は、一時にそんな
大量の回線を接続できないので、当然、なかなか繋がらない。
年末年始にあえてかからないようにするのと同じで、なかなか
つながらない状態になるのだ。
では、固定電話で電話をかけようとするとどうなるか？ここで、
もし、光ファイバーの電話を使っていたとすると、メディア・
コンバータという電気信号を光信号に変換する機器に電気が通じて
いないので、電話が掛けられなくなる。同じ理由でモデムが動作
しないから、IP電話も使えない。普通の電話なら、大丈夫じゃない
のか？と思われるかもしれないが、最近の電話機はFAXとの複合機に
なっていたりと電源が入っていないと電話として機能しない電話機が
多い。子機は充電できるので停電でも動作するが、肝心の親機は
電源が入っていないと動作しないから、お手上げである。
昔のシンプルな電話なら、必要な電力は電話線から電力と別系統で
流れてくるので、使えるのだが、そんな電話機を持っている人は
まずいない。
そうなると、公衆電話である。公衆電話を探して外にでるが、
携帯電話の普及により、どんどん公衆電話が減っている。そして、
やっとの思いで探し当てた公衆電話がICカード専用電話となると、
これまた、普段、携帯電話しか使っていないので、掛ける事ができ
ない。さらに硬貨で利用できる公衆電話を探すと、長蛇の列。
しかたないので、その列に並び、３０分後にようやく自分の番が来た。
硬貨を取り出して、入れようとすると... すでに硬貨が一杯に
なっており、受け付けない状態になっている....
多少は、大げさに書いてはいるが、しかし、これは起きないとは
言えない。便利になるということは、その裏に、このような災害時
には、機能が複雑なゆえに使えないという結果に陥ることがある。
はてさて、どんな電話機を使いますか？どんな回線を選びますか？
