情報セキュリティって何？
いろいろなところで、情報セキュリティが重要だと声高に
叫ばれている。そして、恐怖心を煽るような内容が新聞や
テレビで流されている。しかし、その『情報セキュリティ』とは
何だろうか？言葉だけが一人歩きしているようで、十人十色の
考え方のように見えて仕方がない。
今回は、そもそも情報セキュリティって何なのか？について考えて
みたい。
１）情報の保管
当たり前すぎることだが、情報を保管するから情報セキュリ
ティが必要なのであって、保管する必要などなければ、
セキュリティもなにもない。保管するということは、責任者を
決めて、管理方法も決める必要がある。
２）情報を改ざんされないこと
情報が管理されていても、改ざん（不正に変更されること）
できるようであれば、意味がない。後から書き直したり、追記
したり、消し込んだりできるとなると、情報の信頼性がなくなり、
情報を持っている意味がなくなってしまう。
だからこそ、紙媒体でも重要な書類は、ボールペンで記述したり、
修正液で修正するのではなく、日本線を引いて訂正印を押し、
修正したことを明確にするのである。
３）情報の機密性を保つこと
保管していても、まったく関係ない人が見ることができて
しまうと、これまた意味がない。見た人の記憶まで消すことは
不可能だからだ。重要な書類が机上に置いたままになっている
とか、置くにしても、伏せて置いていないので、通りがかった
人が誰でも見ることができるというのは、大きな問題である。
細かいことになるが、電車の中でノートパソコンを開いて仕事を
している人もいるが、気をつけないと隣の席の人が競争相手の
企業の社員かもしれないのだ。これも、見落としがちな情報
セキュリティ問題である。
４）確実に破棄すること
メルマガでも書いたが、不要になった情報を確実に破棄する
ことが重要である。いわゆる企業スパイとかソーシャル・
ハッカーと言われる人たちが行うのは、高度なコンピュータの
テクニックではなく、ガベージ・コレクションと言われる
”ゴミ箱漁り”だったりするのである。
５）確実にアクセスできること
さて、上記の１）から４）の項目をきっちり行ったとしても、
いろんな手続きだらけで、アクセスするのに非常に手間が
かかったり、担当者が、不在になると誰もアクセスできなくなる
といったことは、逆にビジネス上支障が出る。ドアも窓もない
部屋に金庫を入れておけば安全かもしれないが、誰も開ける
ことができなければ、意味がない。情報セキュリティは守る
だけでなく、アクセス許可のある人が確実にアクセスできると
いうことも考えておかないと片手落ちになってしまう。
さて、大まかに見てみたが、このように情報アクセスといっても、
いろいろな見方があり、それぞれにセキュリティの守り方が異なる
ので話がややこしい。さて、今回は、情報セキュリティの基本的な
考え方について書いたが、次回は、情報漏えいのルートについて
考えてみよう。
