コンピュータやインターネットを使うことが前提になっていないか？
ITというと、インターネットやコンピュータを使って、かっこ
よく（？）問題解決するようなことをイメージする人が多い。また、
いろいろなホームページを見ても、コンピュータ企業や、ソフト
ハウスの事例では、『デジタルだからこそ、解決できた』ってな
話が沢山出ている。しかし、それは、本当だろうか？ 本当のITの
力を考えてみよう。
この前の土曜日には、このメルマガの読者とのオフ会を行った。
その中で、話をしていて、コンピュータのシステム屋の力で解決
しようとしていることを知り、そこの視点を変えるべきではないか？
というアドバイスをした。
その帰り道、妙にこのことが気になり、いろいろと考えていたの
だが、どうもコンピュータやインターネットを使うことが前提に
なっているのではないか？と思い至ったのである。
さて、ITというものの本質をよくよく考えると、情報技術であり、
『情報をどう扱うか？ どう見るか？』ということであって、
決して、コンピュータを使うとか、インターネットを活用すること
ではないのである。ところが、『IT』という言葉が独り歩きして、
コンピュータを使い、インターネットを使うことと思われている。
コンピュータやネットワークを専門に勉強してきた人にも勘違い
する人が多いのだが、『コンピュータでやれば、すぐできるよ』
とか、『だからこそインターネットを使わないと！検索すれば、
すぐにそんな情報は手に入るよ』ってなことを自慢げに話す人がいる。
また、相談している人たちは、よく分からない言語で話をされて、
一方的にまくし立てられるから、『よくわかんないけど、なんか
すごい世界なんだなぁ～』と思ってしまうのである。
断言してしまうが、彼らは『IT専門家』ではない。コンピュータや
インターネットの道具を使う専門家なのである。ITの専門家は、
必ずしもコンピュータやインターネットでシステム構築できる人
ではないのだ。それは、言うなれば、高層ビルを建てるのに、大型
クレーンを操作する人や、現場で指揮する人と、ビルのデザインを
する人、ビルを建築する計画を立て、出資者や地域住民、行政を
説得する人とは、言われるまでも無く、まったく別のスキルを持って
おり、それぞれ見ている視点が違うのである。それを、クレーン
操作の人や、現場監督に、駅前のビルのデザインを頼むようなもの
である。勘違いしてもらいたくないが、どっちが偉いとか、どうとか
ではなく、それぞれの持分が違うのである。ビルのデザイナーに、
本箱を作ってくれって頼んでも、本を載せたら棚が落ちるってことも
あるのだ。それぞれの立場でスキルが違うし、それは、外からは
なかなか見えないということに気づいて欲しい。
ITという言葉が独り歩きすることで、どうも、コンピュータの
専門＝ITの専門と見られているが、そうではなく、『現状を把握し、
分析し、問題の本質がどこにあり、どのようなスキルを持つ人が
これを解決できるのか？』を見抜く力を持っていないと、本当の
ITの力を発揮することができない。
オフ会でもアスクルの例で話をしたのだが、アスクルでは、
検品をいかに早くこなすか？が課題の一つだった。沢山の企業から、
ノート５冊、ホッチキス１個、ボールペン１ダースなどという、
非常に細かな注文が入ってくる。これを箱詰めして送るのだが、
注文書と送る品物の検品はかなり大変な労力を要する。品物の数が
増えれば増えるほど、どんどん労力が要求され、”明日来る”が
実現できなくなってしまう。
これを、コンピュータ専門家の力で解決しようとすると、バー
コードを貼り付けてチェックするとか、ICタグを貼り付けて、
センサーで読み取れば間違いないといったことを考え始める。
しかし、ボールペンや消しゴムなどの単価が安く、小さな物にバー
コードやICタグをつけていたら、そのコストはどうなるのだろうか？
また、『バーコードを読む』という作業自体は、人手でやることに
なり、根本の解決にはなっていない。
アスクルは、これを、”重さを量る”ということで解決したのだ。
個々の商品の重さをあらかじめ量って記録しておき、注文書に
基づいて全体の重さをグラム単位で求めるのである。そして、
出荷前に全体の重さを図って同じ重さになっているかどうかで
一瞬に検品するのである。これは、コンピュータやネットワークの
エンジニアからは出てこないアイデアだ。もっとも、これをコン
ピュータどっぷりの人に言うと、おそらく”でも、２つとか３つとか
間違うことで、重さが同じなってしまう組み合わせがあるから、
意味がないだろう！”と言うかもしれない。
しかし、それは、商品を抜き出していく過程で、重さの大きく違う
ものを隣同士並べて、間違うと明らかにわかるようにするといった
工夫すればかなり防げるだ。これは、集荷や発送を経験している人で
ないと出てこない意見だろう。
このように、ITの本当の力は、いろいろな視点を持って考える
ことであり、なんでもかんでもコンピュータやインターネットで
解決するのではなく、まったく違う視点で見ると、ものすごく
単純な解決方法（しかも、ものすごくアナログの方法）が見つかる
かもしれないのである。ぜひ、一度、コンピュータやインター
ネットの枠を外して考えてもらいたい。
